You have to allow pop-ups for the registration page to show the little window(below) asking your age. That will then pop up after you hit "register". Unless that box is filled in with a number higher than 13 you will get the "you must be 13 years old" error message all over again.
Once you fill in the age and hit "OK" you get the registration page(below) Fill that in and when you get your registration confirmation via email just follow the instructions in the email to activate your account.
