Someday, I would like to be out there racing with you guys so I want to try to gather up parts to build a 1971 270 hp 350 SBC. I just have a few questions.
The IHRA rulebook says "Stock OEM crankshaft mandatory" but the Technical Specifications don't list what crank shaft I need. Does anyone know where I can look this up, or know which crank I need?
Also, I believe the block I need is 3970014 but as far as I can tell, it was available in 2 and 4 bolt. Does it matter which one I use?
I know I will have many more questions, but I'll start with these.

Sounds like you are on the right path. Our tech guru Jeff is on vacation so I will try and help By OEM crank they mean that you can run any production 350 crank cast or steel as long as it is the correct stroke etc. My understanding is you can use any 350 production block as well 2 bolt or 4 bolt. Mark is correct, any GM crank will work. A cast crank will be fine for that application, and they are lighter than a forged unit. There are accepted aftermarket cranks as well. Go to NHRARacer.com to find a list of accepted products. I know some of the eagle cranks are accepted. You can use aftermarket rods as well. Eagle's SIR rods are accepted, and for waht they be bought new for, you can't recon GM rods. Block is a block is a block lol, as long as it's a GM block its good to go. Also a 2 bolt block would likely suffice, but you will be turning enough rpm that a 4 bolt is not a bad idea. I Just shipped the Intake and heads you are looking for to Ohio for a guy building the same combo. You want 993's, and not the 'hecho en mexico' ones. You don't necessarliy need the proper 202 carb, just a Q-jet of the same design and throttle plate size. Hope this Helps you out!

Is there a website that allows you to cross reference Qjets to find out which numbers would be of the same design and throttle plate size?

Something you might want to look into to get started out, Have you thought of Pure Stock? Great spot to get to know class racing on a budget! You could even drive it to the track!
Also on the carb, yours would be a Rochester 4MV, used from 70-76, Any of these qjets with a 1.375" primary and 2.250" secondary size are ok.
