Jeff, Can you explain the CIC racing At Bella Rose ? It looks like if you have enough $$$ you can win an event. No break out dial the index and who ever goes the most under WINS.. if they do not go RED. Bill

Generally that's correct, Bill.
Basically it's set up the same as Comp Eliminator, which runs under a CIC (Competition Index Control) rule at all their events. It's a compromise method of trying to offer a no-breakout format while still having a means to (somewhat) level the playing field.
While I haven't been paying too much attention to what's going on at No Problem Raceway, this is the way I think they have it set up: For the 1st round, cars are handicapped based on their index. There is no breakout, and they can run up to .70 under their index without penalty. If they run more than .70 under then their dial is lowered by a corresponding amount for the next round. For instance; if my Index is 11.00 and in the first round I ran a 10.20, then the next round my dial would have to be 10.90. If I then ran 10.10 my next round dial would be 10.80, and so on.
You hit the nail on the head when you said that the guys with the most money wins. Currently, the guys that have spent $100G to buy a new Cobra Jet or Drag Pak have the advantage due to the ridiculously soft HP factors on those cars. There are a few exceptions; most notably Bob Shaw who is running an older oddball underfactored combo that he found buried in the guide. For the most part though it's a rich guy's race. Luckily it's an experiment that I don't expect will become a regular occurance. It certainly will not be part of our local series!
It is interesting that Jeff Teuton and a few others have actually been running hard enough to reveal the the true performance capability of their new rides, and thus confirming what others have been complaining about all along.
If anyone else has more knowledge of just how the CIC was set up at Bella Rose feel free to chime in.

Just curious Jeff, do you know if where this weekend in Belle rose is an NHRA event do guys like Teuton get hit for horsepower on Tuesday ?? or is it a special race within the race?

The way I understand it Paul, the CIC race is a local promotion by Pat Jeoffrion; the track owner, and is taking place during a regular NHRA event. As you called it, a race within a race. Based on that, the ETs run during the CIC race should not result in refactoring. However, Teuton and others have laid down some very fast passes during regular qualifying as well and these should trigger a horsepower hit under the AHFS. I can't say that I fully understand all the ins-and-outs of what's going on down there in Louisiana, and it seems like many others on ClassRacer.com aren't sure either.
I'd suggest reading some of the discussions on ClassRacer and of course keeping an eye on the NHRA and ClassRacer sites for the next few days to see just where the dust settles on this.

Thanks for the reply Jeff. Definately going to watch and see how this all turns out, especially since Teuton went 10.48 in H/SA in round 5 of the CIC race!!!! Hmmmmm

Maybe some of the powers that be should put some of these underrated cars on a dyno . It would dispell some myths.

Unfortunately NHRA doesn't seem to be in any hurry to correct the ratings on any of the new non-production, special build muscle cars being offered by Ford and Chrysler. If so they would have corrected it after it came to light with the 2010 models, but instead they have allowed a fresh batch of 2011 models to join the game with equally bogus ratings. The other racers have been quite outspoken on this, but so far it's been falling on deaf ears.

Looks like horsepower went up from 284 to 299. (5.25%) In H, minimum weight was 3436. Now it's a natural F car, so in G minimum weight is 3459. He went 10.482 in CIC race. That's an OK time for G/SA. (-1.518 under)
